The priority areas for return and reintegration are a key part of UNHCR’s work to strengthen basic facilities and services in communities where internally displaced persons (IDPs) and returning refugees from Afghanistan live.

UNHCR has developed PARRs under the umbrella of the regional Strategy for Solutions for Afghan Refugees (SSAR), a protection and solutions framework for Afghan refugees to support voluntary repatriation, sustainable reintegration and assistance to host countries. They are fully aligned and embedded in the UN Strategic Framework for Afghanistan 2023-2025 and promote cooperation and synergy between humanitarian actors and basic human needs, bridging the gap and providing a more effective and sustainable solution to displacement challenges.

Through their inclusive, “whole-community” design, PARRs are also an example of the Global Compact on Refugees (GCR) in action. By taking an area-based, “whole-community” approach and supporting the entire population in a given area, including host communities, their capacity to host forcibly displaced and returnee populations is strengthened
